According to article 6 of the Law of Ukraine "About state regulation in the field of utilities" the National commission which performs state regulation in the field of utilities DECIDES:

1. Approve Rules of accession to thermal networks which are attached.

2. To provide to department of regulation of the relations, investment policy and technical development in the field of heat supply (Kremen S. V.) this resolution on state registration to the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. This resolution becomes effective from the date of its official publication.

Rules of accession to thermal networks

I. General provisions

1.1. These Rules govern the relations which arise in the course of accession finished with construction, of the installations reconstructed, technically re-equipped heatused or heatgenerating to thermal networks (except the heatgenerating installations which accession is regulated by the Rules of accession of cogeneration installations to thermal networks approved by the order of the Ministry of questions of housing and communal services of Ukraine of July 24, 2009 No. 223, registered in the Ministry of Justice of Ukraine on August 18, 2009 for No. 778/16794), and extend to subjects of managing who perform economic activity on production, transportation and delivery of heat energy, and customers of works on accession of objects in the field of heat supply.
