1) the copy of the order of the Government about introduction of the draft of the act of the President certified in accordance with the established procedure by seal of the Government or the original of the letter of Premier-Ministra (person, the acting as Premier-Ministra) addressed to the President or the cover letter of Premier-Ministra or person replacing it;
