"7(1). The regulatory legal act of the reorganized (transformed) federal executive body which functions on implementation of normative legal regulation in the established field of activity are transferred to several federal executive bodies changes or declared invalid by the regulatory legal act published jointly by these federal executive bodies, except as specified, when competence of these bodies for the edition of the specified regulatory legal act is determined in the Federal constitutional Laws, the Federal Laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation.".
