17) is coordinated by activities for creation and development of highway network of regional and district value public;

18) conducts scientific research in the field of road activities;

19) develops rules of registration and operation of radio-electronic means of radio amateur services;

20) is established by procedure for conducting departmental examination of engineering documentation for average repair of the existing highways public;

21) is performed by state planning of development of highways public according to tasks of strengthening of economy and defense capability of the Republic of Kazakhstan;

22) is approved by the list of station ways, objects of electric utility service, the alarm system, communication, devices, the equipment, buildings, structures, constructions and other objects technologically necessary for functioning of the high-level railway system, in coordination with the state body performing management in spheres of natural monopolies and in the controlled markets;

23) develops rules of transportations of passengers, baggage, loads, cargo baggage and mailings;

24) is developed by order of registration of railway vehicles;

25) is determined by procedure and measures of ensuring agreement obligations on the organization of transportations and (or) accomplishment of the services connected with transportation;

26) is approved by the freight list, subject to maintenance by the militarized protection in transit by rail;

27) is approved by procedure for rewarding of workers of rail transport by sign of professional difference;

28) is determined by procedure for provision of services of the freight forwarder;

29) is determined by procedure for activities of operators of cars (containers);

30) is determined by procedure for provision of services of locomotive draft;

31) approves Rules of technological interaction of participants of transportation process;

32) is approved by the list of the transactions entering services of the high-level railway system in coordination with the state body performing management in spheres of natural monopolies and in the controlled markets;

33) is approved by the list of the transactions entering services of sidings in coordination with the state body performing management in spheres of natural monopolies and in the controlled markets; 34) approves Service regulations of sidings;

35) approves rules by determination of the size, the mode of use of lands of conservation zones and uses of lands for needs of rail transport in branch strip;
