"7(4). In case of submission of the declaration on goods rates of customs duties for customs transactions in the amount of 75 percent from rates of the customs duties for customs transactions established by this resolution are electronically applied.".
2. This resolution becomes effective after 30 days after day of its official publication and extends to the legal relationship which arose since August 21, 2012.
