Article 1

Bring in the Federal Law of May 31, 1996 N 61-FZ "About defense" (The Russian Federation Code, 1996, N 23, Art. 2750; 2003, N 46, Art. 4437; 2004, N 27, Art. 2711; N 35, of Art. 3607; 2005, N 1, Art. 25; N 52, of Art. 5598; 2006, N 28, Art. 2974; N 29, of Art. 3123; N 50, of Art. 5279; 2008, N 30, Art. 3616; 2010, N 19, Art. 2283, 2291; N 52, of the Art. 6992) following changes:

Item 2 of Article 4 to add 1) with subitem 11.1 of the following content:

"11. 1) makes the decision on creation of mobilization human reserves of the Armed Forces of the Russian Federation, other troops, military forming and bodies and establishes the number of reservists with indication of their distribution between the Armed Forces of the Russian Federation, other troops, military forming and bodies for representation of the corresponding federal executive bodies, and also establishes features of forming of mobilization human reserves in bodies of the Federal Security Service;";

2) subitem 18 of article 6 after words "to military service," to add with words "procedure for stay of citizens of the Russian Federation in mobilization human reserve,";

Item 4 of Article 12 to declare 3) invalid.

Article 2

Item 3 of article 2 of the Federal Law of February 26, 1997 N 31-FZ "About mobilization preparation and mobilization in the Russian Federation" (The Russian Federation Code, 1997, N 9, the Art. 1014) to add with subitem 19.1 of the following content:

"19. 1) creation of inventory of the Armed Forces of the Russian Federation, inventory of Russian Foreign Intelligence Service, inventory of Federal Security Service of the Russian Federation;".
