Approve the enclosed Procedure and technologies of making of customs transactions concerning goods, including vehicles, the special economic zones imported (imported) in the territory of special economic zones and exported from the territories, and procedure for identification (further - the Procedure).

2. Apply the electronic exchange of data provided by Procedure after development and deployment of the corresponding information software of the Single automated information system of customs authorities of the Russian Federation (further - EAIS of customs authorities).

3. To head department of information technologies (A. E. Shashayev), to customs authority Central information technically (A. A. Timofeev), to Head department of the organization of customs clearance and customs control (D. V. Nekrasov) within six months from the date of entry into force of this order to provide upgrade of information software of EAIS of customs authorities for the purpose of ensuring information exchange of data between participants of foreign economic activity and customs authority, and also realization of electronic accounting and the goods control which are exported from the territory of special economic zones according to Procedure provisions.

4. Recognize invalid orders of FCS of Russia:

of April 16, 2008 N 430 "About approval of the Approval procedure on import (export) of goods and vehicles in case of their import to the territory of the special economic zone and in case of their export from the territory of the special economic zone" (it is registered by the Ministry of Justice of the Russian Federation 21.05. 2008, рег. N 11716);

of July 14, 2008 N 853 "About approval of the Procedure for identification of the goods imported on the territory of the special economic zone" (it is registered by the Ministry of Justice of the Russian Federation 07.08. 2008, рег. N 12086);

of December 25, 2009 N 2389 "About introduction of amendments to the order of FCS of Russia of July 14, 2008 N 853" (it is registered by the Ministry of Justice of the Russian Federation 27.01.2010, рег. N 16079).

5. Not apply the Procedure to goods, including vehicles, the special economic zones imported (imported) in the territory of special economic zones and exported from the territories created in the territories of the Kaliningrad and Magadan regions.
