"Article 5. The state monopoly for the core activities connected with drug trafficking, psychotropic substances and their precursors and also for cultivation of the narcocontaining plants

1. In the Russian Federation the state monopoly for cultivation of the narcocontaining plants for use in the scientific, educational purposes and in expert activities, and also affects the following types of activity connected with drug trafficking, psychotropic substances and their precursors:

development of drugs and psychotropic substances, and also precursors of the drugs and psychotropic substances entered in the List I;

distribution of the drugs and psychotropic substances entered in lists I and II;

destruction of the drugs and psychotropic substances entered in lists I and II, the precursors entered in the List I, and also confiscated or withdrawn from illicit trafficking in the psychotropic substances entered in the List III;

production of the drugs, psychotropic substances and precursors entered in the List I for the purpose of production of analytical samples, and also the drugs and psychotropic substances entered in the List II;
