Article 1

Bring in the Federal Law of June 24, 1999 N 120-FZ "About bases of system of prevention of neglect and offenses of minors" (The Russian Federation Code, 1999, N 26, Art. 3177; 2001, N 3, Art. 216; 2003, N 28, Art. 2880; 2004, N 35, Art. 3607; N 49, of Art. 4849; 2007, N 27, Art. 3215; N 49, of Art. 6070; 2008, N 30, Art. 3616; 2011, N 1, Art. 39; N 49, of the Art. 7056) following changes:

Article 10 to add 1) with item 4 of the following content:

"4. Public control over providing the rights of the minors which are in organizations of system of prevention of neglect and offenses of the minors belonging to places of detention is performed according to the Federal Law of June 10, 2008 N 76-FZ "About public control over ensuring human rights in places of detention and about assistance to persons which are in places of detention".";

2) in Article 15:

a) add with Item 8.1 of the following content:

"8.1. Correspondence of the minor with the bodies exercising control of activities of special teaching and educational facilities of the closed type, court, prosecutor's office, the Commissioner for Human Rights in the Russian Federation, the Comissioner for the President of the Russian Federation by the child's rights, Commissioners for Human Rights in the subject of the Russian Federation, the Ombudsman for Children in the subject of the Russian Federation, public monitoring commission, educated in accordance with the legislation of the Russian Federation is not subject to censorship.
