2. The government of the Russian Federation within ensuring realization state safety management systems of flights of civil aircrafts are installed by procedure for development and application of safety management systems of flights of aircrafts by legal entities - the developers and manufacturers of civil aircrafts, legal entities and individual entrepreneurs performing commercial air transportations, the legal entities performing maintenance of civil aircrafts, aeronautical servicing of flights of aircrafts, the educational institutions performing training of pilots of civil aircrafts concerning aircrafts, development, production, operation or servicing of which is performed by the specified legal entities, individual entrepreneurs, educational institutions.
3. For the purpose of safety management of flights of civil aircrafts the authorized body in the field of civil aviation according to the procedure, established by the Government of the Russian Federation, performs collection and data analysis about the factors of danger and risk creating safety hazard of flights of civil aircrafts, storage of these data and exchange of them according to international standards of International Civil Aviation Organization.".
