Article 1

Bring in the Federal Law of July 7, 2003 No. 126-FZ "About communication" (The Russian Federation Code, 2003, No. 28, Art. 2895; 2004, No. 45, Art. 4377; 2006, No. 31, Art. 3431; 2007, No. 1, Art. 8; No. 7, Art. 835; 2010, No. 7, Art. 705; No. 27, Art. 3408; No. 31, Art. 4190; 2011, No. 29, Art. 4291; No. 45, Art. 6333; No. 50, Art. 7351; 2012, No. 31, Art. 4328) following changes:

Article 2 to add 1) with subitem 1.1 of the following content:

"1. 1) the database of the postponed subscriber numbers - the information system containing data on subscriber numbers which remain subscribers in case of the conclusion of new service provision agreements of communication with other operators of mobile radiotelephone communication, and about the specified telecom operators who signed such agreements;";

2) in Article 26:

a) in paragraph one of Item 2 of the word "For Obtaining" shall be replaced with words "For allocation";

b) to add the subitem 3 of Item 3 with words ", to procedure for organizational and technical interaction of operators of mobile radiotelephone communication when ensuring transferring of subscriber number";

c) add Item 7 with the paragraph of the following content:

"If the subscriber makes the decision on preserving the subscriber number in case of the conclusion of the new service provision agreement of communication with other operator of mobile radiotelephone communication, the consent of federal executive body in the field of communication on transfer of subscriber number to the specified telecom operator on effective period of such agreement is not required.";

d) add with Item 9 of the following content:
