based on the decision of Council of heads of states of the Commonwealth of Independent States of June 21, 2000 about creation of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States,

wishing to provide necessary conditions for effective implementation of the State Parties of the Commonwealth of Independent States by the Anti-terrorist center in the territory of the Russian Federation of the purposes,

being guided by the conventional principles and rules of international law,

in view of that the location of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States is г.Москва,

agreed as follows:

Article 1

The concepts used in this agreement mean the following:

"Center" - the Anti-terrorist center of the State Parties of the Commonwealth of Independent States;

"officials" - the head of the Center and its deputies;

"employees" - persons appointed by the head of the Center to established posts in the Center;

"public authorities of the Russian Federation" - public authorities of the Russian Federation, public authorities of subjects of the Russian Federation and local government bodies;

"premises of the Center" - buildings or parts of buildings used for the official purposes of the Center and also for accommodation of officials or plenipotentiaries of the State Parties of the Commonwealth of Independent States in the Center;

"property of the Center" - any personal and real estate, including the currency and currency values, vehicles given or acquired for official use by the Center;
