Approve the enclosed Rules of implementation in 2013 at the expense of means of the federal budget of budget investments (capital investments) in capital construction projects of state-owned property of the Russian Federation of federal budget and autonomous institutions, federal state unitary enterprises.

Determine that receivers of means of the federal budget perform budget investments in capital construction projects of state-owned property of the Russian Federation and acquisition of real estate objects in state-owned property of the Russian Federation (daleeobjekta) according to public contracts on construction (reconstruction, including with restoration elements, modernization) and on acquisition of objects, put in stipulated in Clause 72 Budget codes of the Russian Federation procedure (further - the public contract).

3. Determine that federal bodies of the government (state bodies), governing bodies of state non-budgetary funds of the Russian Federation performing functions and powers of the founder or the right of the owner of property of federal budget and autonomous institutions, federal state unitary enterprises (further sootvetstvennoorgana of the power, the organization), when implementing budget investments (capital investments) in 2013 have the right:

a) provide to the organizations of subsidy for implementation of capital investments in objects according to the agreements (agreements) signed between authorities - the receivers of means of the federal budget providing such subsidies and the organizations according to the Rules approved by this resolution;

b) transfer according to the decision of the Government of the Russian Federation to the organizations based on the relevant agreements (agreements) implementation on a grant basis of the powers of the state customer according to the conclusion and execution on behalf of the Russian Federation on behalf of authority of public contracts according to the Rules approved by this resolution;
