Based on paragraph two of subitem 4.68-2 of item 4 of the Regulations on the Ministry of Finance of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1585 "Questions of the Ministry of Finance of the Republic of Belarus", the Ministry of Finance of the Republic of Belarus DECIDES:

1. Bring in the resolution of the Ministry of Finance of the Republic of Belarus of November 22, 2006 No. 143 "On regulation of depository activity" (The national register of legal acts of the Republic of Belarus, 2007, No. 5, 8/15494) the following amendments:

1.1. in the Instruction about procedure of the depository activity approved by this resolution:

1.1.1. to add the paragraph of the sixth part one of Item 111 with the offer of the following content: "In case of issue of the statement about account transactions of "depot" (the Section of the account of "depot") of the depositor to republican state body on management of state-owned property, regional executive committee, the Minsk Gorispolkom, except as specified, when the account of "depot" (the Section of the account of "depot") concerning which the statement about transactions is created is open for this republican state body on management of state-owned property, regional executive committee, the Minsk Gorispolkom, on this account of "depot" (the Section of the account of "depot") shall contain consecutive list of accounting depository operations only operations with stocks concerning which the republican state body on management of state-owned property, regional executive committee, the Minsk Gorispolkom is granted the right to confidential information on the depositor.";

1.1.2. in Item 112.1:

after part one to add Item with part of the following content:

"In the bank statement of "depot" of the depositor issued to republican state body on management of state-owned property, regional executive committee, the Minsk Gorispolkom, except as specified, when the account of "depot" about which condition the statement is created is open for this republican state body on management of state-owned property, regional executive committee, the Minsk Gorispolkom information on securities provided by paragraphs the fifth or eighth parts one of this Item is specified only regarding shares concerning which the republican state body on management of state-owned property, regional executive committee, the Minsk Gorispolkom is granted the right to confidential information on the depositor.";

"CHAPTER 7-1 THE PROCEDURE OF THE DEPOSITORY OPERATIONS CONNECTED WITH FORMING OF CONFIDENTIAL INFORMATION ON DEPOSITORS REGARDING THE SHARES WHICH ARE IN PROPERTY OF THE REPUBLIC OF BELARUS AND (OR) ITS ADMINISTRATIVE AND TERRITORIAL UNITS

64-1. Confidential information on depositors regarding the shares which are in property of the Republic of Belarus, including economic maintaining the republican unitary enterprises, and (or) its administrative and territorial units, including economic maintaining municipal unitary enterprises (daleeinformation about the shareholders who are in property of the Republic of Belarus and (or) its administrative and territorial units), is created by the central depositary based on information on condition of accounts of "depot" of owners of the securities of the issuer opened in the central depositary and (or) in other depositaries performing accounting of share rights, the Republic of Belarus which is in property and (or) its administrative and territorial units.

64-2. If for date of forming of information on the shareholders who are in property of the Republic of Belarus and (or) its administrativnoterritorialny units, accounting of the rights to all shares of the issuer specified in request of republican state body on management of state-owned property or regional executive committee, the Minsk Gorispolkom receipt of confidential information (further - request for receipt of confidential information), it is performed in the central depositary, the central depositary shall create and issue information on the shareholders who are in property of the Republic of Belarus and (or) its administrative and territorial units, in time no later than the working day following behind day of receipt of request for receipt of confidential information or the following for the confidential information specified in request for obtaining date as of which it is necessary to provide information on shareholders being in property of the Republic of Belarus and (or) its administrative and territorial units.

64-3. If for date of forming of information on the shareholders who are in property of the Republic of Belarus and (or) its administrativnoterritorialny units, accounting of the rights to all shares or the part of share issue specified in request for receipt of confidential information is performed not in the central depositary, the central depositary no later than the working day following behind day of receipt of request for receipt of confidential information sends to the depositaries performing accounting of share rights, specified in request for receipt of confidential information, query "Information collection about the shareholders who are in property of the Republic of Belarus and (or) in utility property" in form according to appendix 17 to this Instruction.

No later than the working day following behind day of obtaining from depositaries of information on shareholders specified in part two of this Item, the central depositary shall create and issue to republican state body on management of state-owned property or regional executive committee, the Minsk Gorispolkom which provided request for receipt of confidential information, information on the shareholders who are in property of the Republic of Belarus and (or) its administrative and territorial units.

64-4. Information on the shareholders who are in property of the Republic of Belarus and (or) its administrative and territorial units shall contain the data on shares of the issuer specified in request for receipt of confidential information, their quantity, the rights to these securities and encumbrances (restrictions) of these rights by owners of securities which are available for the central depositary and (or) received by it from other depositaries including:

full name and location of the issuer;

date for which information on the shareholders who are in property of the Republic of Belarus and (or) its administrative and territorial units is created;

full name and location, accounting number of the payer (ANP) of the depositor;

identification codes of issues of securities;

types, categories and the number of securities by owners of securities;

numbers and names of passive balance sheet accounts according to which securities, by owners of securities are reflected.

Information on the shareholders who are in property of the Republic of Belarus and (or) its administrative and territorial units is signed by the head of the central depositary or person authorized by it and certified by seal of the central depositary.";
