For the purpose of ensuring constitutional rights of citizens of the Russian Federation, increase in security of the passports proving the identity of citizens of the Russian Federation outside the territory of the Russian Federation until adoption of the relevant Federal Law I decide:
1. Enact the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, containing additional biometric personal data of its owner (the image of papillary patterns of two fingers of hands) on the electronic medium of information.
2. To the government of the Russian Federation:
a) in 3-month time to develop and introduce in the State Duma of Federal Assembly of the Russian Federation the federal law draft about entering into the Federal Law of August 15, 1996 N 114-FZ "About procedure for departure from the Russian Federation and entry into the Russian Federation" the changes concerning fixing of powers on scanning of papillary patterns of two fingers of hands of the citizen of the Russian Federation behind federal executive bodies, their territorial authorities, behind diplomatic representations and consular establishments of the Russian Federation to which competence reception of applications about issue of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation containing the electronic medium of information is referred;
b) bring the acts into accord with this Decree;
