The government of the Republic of Belarus and the Government of the Azerbaijan Republic which are hereinafter referred to as with the Parties

expressing concern in connection with increase in scales of illegal manufacture and turnover of firearms, ammunition, explosives and destructive devices,

noting that for making of crimes are even more often used firearms, ammunition, explosives and destructive devices,

recognizing that illegal manufacture and turnover of firearms, ammunition, explosives and destructive devices are acquired by transnational nature and fight against them requires interaction and coordination of efforts within the international community,

proceeding from the joint aspiration to conduct effective fight against illegal manufacture and turnover of firearms, ammunition, explosives and destructive devices,

being guided by national legal systems and the international obligations of the states of the Parties,

agreed as follows:

Article 1

For the purposes of this agreement the used concepts mean:

ammunition - the objects of arms and metayemy equipment intended for defeat of the purpose and containing explosive, throwing, pyrotechnic or vyshibny charges or their combination;

explosive - the condensed chemical or mix of the substances capable under the influence of external impacts to the bystry self-extending chemical transformation (explosion) with allocation of large amount of heat and gaseous products;

the destructive device - the industrial or self-made product which is functionally combining explosive, the device for explosion initiation;

controlled delivery - operational search action in case of which the movement through customs borders of the states of the Parties and (or) transportation on their territories of firearms, ammunition, explosives and destructive devices performed from permission and under control of competent authorities is allowed;
