Chapter I. General provisions

Article 1. Purpose of the Law

This Law determines tasks of courier communication as type of special communication, the legal basis of its organization and functioning.

Article 2. Tasks of courier communication

2.1. Tasks of courier communication are:

2.1.1. delivery to the corresponding addresses in the territory of the Azerbaijan Republic and beyond its limits of correspondence of special importance, absolutely confidential, confidential and other office correspondence of bodies of legislative, executive and judicial authority of the Azerbaijan Republic, and also diplomatic correspondence;

2.1.2. delivery on the basis of the agreement to the corresponding addresses in the territory of the Azerbaijan Republic and beyond its limits of correspondence of the companies, organizations and organizations, and also technical documentation and samples of industrial products.

2.2. Transfer of courier communication to body by legislature, bodies of execution and judicial authority of correspondence which is not specified in article 2.1.1 of this Law for delivery in the corresponding addresses is prohibited.

Article 3. Legislation on courier communication

3.1 The legislation on courier communication consists of the Constitution of the Azerbaijan Republic, this Law, other regulatory legal acts of the Azerbaijan Republic, and also international treaties with participation of the Azerbaijan Republic.

3.2. The procedure for transportation of diplomatic correspondence is determined by relevant organ of the executive authority.

Article 4. Principles of the organization of courier communication

Courier communication is based on the basis of the principles of legality, safety and efficiency on delivery of correspondence and other departures, protection of the state secret and other data protected by the law, submission to control of bodies and employees of courier communication.
