About modification and amendments in the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic"

Article 1. Bring in the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2009, No. 7, the Art. 751) the following changes and amendment:
1. To state part 3 of Article 24 in the following edition:
"3. The draft of regulatory legal act is introduced at the same time on paper and electronic carriers in the state and official languages, except for the project of regulatory legal act of representative body of the local self-government which made the decision on admissibility of submitting for examination of the project of regulatory legal act only in state language.".
2. Add Article 26 with part of 1-1 following content:
"1-1. Regulatory legal acts are adopted in the state and official languages.
Acceptance of regulatory legal acts of representative bodies of local self-government only in state language on condition of accommodation in the territory of the corresponding administrative and territorial unit of the prevailing number of persons knowing state language and availability of the relevant decision of representative body of local self-government is allowed.".
3. Regarding the 2nd Article 28 of the word "in electronic and paper forms in the state and official languages" to exclude.
4. To state part 3 of Article 29 in the following edition:
"3. Official publication of regulatory legal acts is performed in the state and official languages, except for regulatory legal acts of the representative bodies of local self-government adopted according to part 1-1 of article 26 of this Law which are published in acceptance language.".
Article 2. This Law becomes effective from the date of official publication.
