The basic principles of monetary policy for 2013 determine tasks of monetary policy and indicators of activities of the National Bank of Ukraine (further - National Bank) in the medium term for the ensuring stability of monetary unit of Ukraine and goal achievement determined by the Law of Ukraine "About the National Bank of Ukraine" and consider tendencies and the forecast of development of economy, the budget sphere and the monetary market.
Main goal of monetary policy taking into account provisions of the Constitution of Ukraine is ensuring stability of monetary unit of Ukraine. The stable monetary unit is considered as one of basic values of society, one of the main guarantees of protection of private economic interests of each citizen and necessary condition of achievement of strategic objectives of economic development of Ukraine - ensuring high rates of economic growth on the principles of upgrade and innovative development, creation modern, resistant, open and competitive on a global scale economies and providing on this basis of growth in prosperity of the population of our state.
According to the Law of Ukraine "About the National Bank of Ukraine" in case of accomplishment of the main function the National Bank shall proceed from priority of achievement and support of price stability in the state. The main criterion of success of carrying out monetary policy is maintenance in the medium term (from 3 to 5 years) of low stable inflation rates which are measured by consumer price index. The annual figure of surplus of consumer price index in 2013 - 2014 shall be stabilized in the range of 4 - 6%, and since 2015 - to keep within 3 - 5%.
