1. Approve the Charter of Intergovernmental TV & Radio Company (further the Companies), having included in it articles about amount of the authorized capital of the Company and about distribution of blocks of shares between her participants (appendix 1).

2. Approve structure of Constituent committee on creation of the Company from plenipotentiaries of the founder states (appendix 2).

Provide to constituent committee the project of the Provision and the offer on quantitative and to staff of Interstate Coordination Council in a month.

3. To the governments of the founder states to determine structure of the deposits given by them to the Company in a month.

The Russian Federation as the contribution transfers the Companies of property use right of the Russian broadcasting company "Ostankino" in the limits allowing it to perform functions of Intergovernmental TV & Radio Company.

4. Charge to Constituent committee to determine the size of the authorized capital of the Company on the basis of the made contributions. Expenses are paid by members of the Company in proportion to their deposits for carrying out single assessment of deposits.

5. Accomplishment of functions of Intergovernmental TV & Radio Company until its legal registration after determination of structure of deposits of participants will be performed by the Russian state broadcasting company "Ostankino".
