About entering of amendment and change into the Law of the Kyrgyz Republic "About protection of atmospheric air"

Article 1. Bring in the Law of the Kyrgyz Republic "About protection of atmospheric air" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 1999, No. 11, the Art. 450) the following amendment and change:

1. Add Article 1 with paragraphs the fifth and tenth the following content:

2. State Article 35 in the following edition:

"Article 35. Measures for prevention of harmful effects of climate change

For the purpose of prevention of harmful effects of climate change in the Kyrgyz Republic the following measures are performed:

- maintaining the national survey cadastre of anthropogenic emissions from sources and absorption by absorbers of all greenhouse gases which are not regulated by the Montreal protocol which party is the Kyrgyz Republic;

- development, implementation and regular updating of national, regional and industry programs for emission reduction of greenhouse gases and adequate adaptation to climate change at least once in five years;

- support in development, application and distribution, including technology transfer, the methods and processes leading to restriction, decrease or the termination of emissions of the greenhouse gases which are not regulated by the Montreal protocol which party is the Kyrgyz Republic, in all relevant sectors, including power, transport, the industry, agricultural industry, forestry and the address with waste;

- accounting of problems of climate change when carrying out social, economic and environmental policy;

- support of carrying out scientific, technological, technical, social and economic and other research, systematic observations and creation of the databanks connected with climatic system;
