The president of the Russian Federation, the Federation Council, members of the Federation Council, deputies of the State Duma, legislative (representative) public authorities of subjects of the Russian Federation, and also the Supreme Court of the Russian Federation, the Supreme Arbitration Court of the Russian Federation concerning their maintaining has the right to perform preparation of the draft of the new Federal constitutional Law, draft of the new Federal Law or number of the interconnected drafts of the laws or the bill of introduction of amendments to the law recognized as the Constitutional Court of the Russian Federation unconstitutional in its separate part and to bring them in the State Duma. The government of the Russian Federation in case of preparation of the positive conclusion or positive official review on the bill introduced by one of the persons of law of the legislative initiative specified in this paragraph, having the right to postpone introduction of the bill which initiator is the Government of the Russian Federation;".
