However, from 31.12.2012 its action was stopped as a result of failure to carry out in the stipulated by the legislation time of the decision of Public service of Ukraine concerning regulatory policy and development of entrepreneurship of 30.10.2012 No. 7 "About need of elimination by the Ministry of Economic Development and Trade, Ministry of Ecology and Natural Resources of Ukraine and the State Customs Service of Ukraine of violations of the principles of the state regulatory policy according to requirements of the Law of Ukraine "About the principles of the state regulatory policy in the field of economic activity" (further - the Decision).

27.03.2013 The Kiev Appeal administrative court proclaims introductory and substantive provisions of the resolution in the matter of No. 2a-16345/12/2670, which leaves without changes the resolution of District administrative court of Kiev of 31.01.2013 about recognition illegal and cancellation of the Decision and order of the Ministry of Justice of Ukraine of 14.01.2013 No. 101/5.

Considering that according to part five of article 254 of the Code of administrative legal proceedings of Ukraine the court order of appellate instance takes legal effect from the moment of declaration, operation of the Order is resumed from 27.03.2012.
