About introduction of amendments to some acts of the Government of the Russian Federation concerning provision of utilities

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning provision of utilities.

2. To provide to public authorities of subjects of the Russian Federation till June 1, 2013 reduction of regulatory legal acts of subjects of the Russian Federation in compliance with the changes approved by this resolution.

3. Recommend to local government bodies to provide by holding general meetings of owners of rooms in apartment houses informing owners of the rooms exercising direct control of apartment houses on actions for energy saving if the amount of the utility resource consumed for all-house needs determined on the basis of indications of collective (all-house) metering devices exceeds the corresponding standard rates of consumption.

4. Determine that:

1) the Item of 1 changes approved by this resolution becomes effective in 7 days from the date of official publication of this resolution;

2) the Item of 2 changes approved by this resolution becomes effective since June 1, 2013, except for subitems "c" and "t" which become effective since January 1, 2015.
