According to Item 2 of article 5 of the Federal law "About Technical Regulation" Government of the Russian Federation decides:

1. Determine that:

a) the state customers, the federal executive bodies authorized in the field of public administration by use of atomic energy and state regulation of safety when using atomic energy and State Atomic Energy Corporation "Rosatom" have the right to develop the mandatory requirements which are not contradicting federal regulations and rules of use of atomic energy in respect of products which are applied on subjects to use of atomic energy and for which the requirements connected with safety in the field of use of atomic energy are established (further - products), and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of products (further - processes);

b) as the documents establishing mandatory requirements concerning products and processes the regulatory legal acts establishing requirements to safe use of atomic energy which are developed, approved, affirm are applied and technical regulations, technical documentation (project, design, technological and operational documentation) on products or products and processes, documents in the field of standardization concerning products and processes become effective in accordance with the legislation of the Russian Federation about use of atomic energy;
