About separation of transport flows at automobile check points through customs border of the Customs union and on entrances to them

Board of the Eurasian economic commission according to articles 5 and 18 of the Agreement on the Eurasian economic commission of November 18, 2011, Item 83 of the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of November 18, 2011 N 1,

for the purpose of acceleration of passing of goods and vehicles and increase in handling capacity of automobile check points through customs border of the Customs union (further - check points)

recommends to state members of the Customs union and the Common economic space:

In case of construction or reconstruction of check points to perform separation of transport flows at check points and on entrances to them by allocation of separate lanes for bus, automobile, load carrying transport, the transport performing movement of oversized goods (loads).

For the purpose of separation of transport flows at check points and on entrances to them:

establish the information and index signs informing on purpose of lanes of vehicles on each lane in case of entrance to the check point;

create accumulative parking for vehicles in close proximity to check points with the capacity determined proceeding from daily handling capacity of check points;

equip lanes of vehicles at check points according to the Single standard requirements to the equipment and material equipment of the buildings, rooms and constructions necessary for the organization of border, customs, sanitary and quarantine, veterinary, quarantine phytosanitary and transport control performed at check points through external border of the Customs union, approved by the Decision of the Commission of the Customs union of June 22, 2011 N 688;

perform works on construction or reconstruction of check points and arrangement of entrances to them one-timely;

apply system of electronic booking of time to entrance to check points ("electronic queue") for the purpose of regulation of transport flows.
