"1.3. The employer or the customer of works (services) has no right to involve foreign workers as highly qualified specialists to trade servicing of buyers in the course of retail trade with consumer goods (including pharmaceutical goods) irrespective of the range of implementable goods, floor spaces and forms of servicing of buyers, except for the workers performing management and coordination of the activities connected with conducting trade. The list of professions (positions, specialties) of the workers performing management and coordination of the activities connected with conducting trade, and qualification requirements to such workers affirm the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of employment of the population and unemployment.";
