Part one of Article 3 to add 1) with Item 3.1 of the following content:

"3. 1) establishment of procedure for determination of the amount of collection for participation in tenders or auctions on right to use by subsoil plots;";

2) in Article 42:

a) add with new part two of the following content:

"The procedure for determination of the amount of collection for participation in tenders or auctions on right to use by subsoil plots is established by federal body of management of the state fund of subsoil.";

b) the second to consider part part three.

Article 2

This Federal Law becomes effective since July 1, 2013.
