1.1. These rules are developed on the basis of Item 1 of the Order of the President of the Azerbaijan Republic "About some measures connected with implementation of the Law of the Azerbaijan Republic "About approval of the Convention on recognition in the European region of specialties in the field of the higher education" of March 6, 2000 No. 346.

1.2. Recognition of specialties of foreign states in the field of the higher education is meant as confirmation of stay in force in the territory of the Azerbaijan Republic of any document, the diploma or other certificate granted by competent authorities of foreign states, certifying successful completion of the program of the higher education appropriating this or that degree.
