About introduction of amendments to some acts of the Government of the Russian Federation concerning functioning of the generating objects which capacity is delivered in the forced mode, the conclusions in the wholesale market of electrical energy and capacity of regulated agreements, and also about adoption of tariff and balance sheet decisions

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning functioning of the generating objects which capacity is delivered in the forced mode, the conclusions in the wholesale market of electrical energy and capacity of regulated agreements.

2. To Federal Tariff Service:

a) review since July 1, 2013 balance sheet decisions regarding determination of the forecast amounts of electrical energy (capacity) delivered by subjects of the wholesale market - electric power producers (capacity) in price zones of the wholesale market of electrical energy and capacities (further - the wholesale market) under the agreements signed in accordance with the legislation of the Russian Federation with the guaranteeing suppliers (who are power supplying with the organizations, the power sales organizations to which number of buyers of electrical energy (capacity) belong the population and (or) equated to it to the category of consumers) for the purpose of ensuring consumption of electrical energy with the population and (or) the categories of consumers equated to it, and also with the subjects of the wholesale market determined by the Government of the Russian Federation - the buyers of electrical energy (capacity) functioning in separate parts of price zones of the wholesale market for which the Government of the Russian Federation establishes features of functioning wholesale and the retail markets, for 2013;

b) when calculating for 2013 of the prices of the capacity made with use of the generating objects which are put into operation till January 1, 2008 and which capacity is delivered in the forced mode according to the decision of the Government of the Russian Federation which became effective in 2013:
