About measures for ensuring return of debt on budget advances and the foreign credits issued during the period from 1992 to 2000
According to article 15 of the Law of the Kyrgyz Republic "About the basic principles of the budget right in the Kyrgyz Republic", for the purpose of ensuring return of debt on the loans issued from the republican budget and to the foreign credits recredited by the Government of the Kyrgyz Republic during the period from 1992 to 2000, the Government of the Kyrgyz Republic decides:
1. To the Ministry of Transport and Communications of the Kyrgyz Republic, the Ministry of Energy and Industry of the Kyrgyz Republic, the Ministry of Agriculture and Land Reclamation of the Kyrgyz Republic, the Ministry of Economics of the Kyrgyz Republic, Department of water economy and melioration under the Ministry of Agriculture and Land Reclamation of the Kyrgyz Republic and to the office of the plenipotentiary of the Government of the Kyrgyz Republic in the Issyk kul region on the obtained budget advances and the foreign credits:
- till August 1, 2013 to take exhaustive measures for ensuring return of borrowed funds by determination of final receivers of budget advances and foreign credits, successorship on debts and degree of recoverability of these credits;
- provide to the Ministry of Finance of the Kyrgyz Republic the list of the subjects who are final receivers of borrowing facilities and the materials confirming right to claim of the creditor for renewal of debt on budget advances and the foreign credits with the Ministry of Finance of the Kyrgyz Republic;
- provide signing of the credit documentation and acts of reconciliations of debt between the Ministry of Finance of the Kyrgyz Republic and legal successors;
- introduce till October 1, 2013 in the Government of the Kyrgyz Republic relevant proposals on settlement of remaining balance of not renewed debt.
