About protection of the population in case of emergency situations
This Law establishes bases and the organization of protection of the population in case of emergency situations, the rights and obligations of state bodies and local self-government, the companies, organizations, organizations, irrespective of their organization-legal category (further - the companies, organizations. organization), and also officials and citizens in this area.
In this Law the following basic concepts are used:
emergency situation - the situation which arose in certain territory or object owing to major accident, natural hazard, technogenic, spontaneous or environmental (nature protection) catastrophe, epidemic, epizooty, widespread infectious disease of plants and crops (epiphytoty), application of types of weapon which attracts or can entail the human victims, considerable harm to human health and the environment, severe material losses and violation of natural conditions of life activity of people;
protection of the population - complex of the interconnected legal, organizational, technical actions directed to protection of life and human health in emergency situations, prevention and decrease in dangers, providing and recovery of normal life activity;
the prevention of emergency situations - forecasting and liquidation of the factors attracting emergency situations;
reduction of possible effects of emergency situations - package of measures for possible weakening of impact of the emergency situations performed beforehand;
mitigation of consequences of emergency situations - carrying out in case of emergency situations of rescue and urgent recovery work, and also implementation of the actions applied by the decision of the Government of the Republic of Armenia on establishment of quarantine on providing normal conditions for life and activities of people;
disaster zone - the territory (the settlement, object) or the part of the territory (in case of establishment of quarantine - epidemic zone) which was injured owing to emergency situation;
