About the National strategy of development of education in Ukraine for the period till 2021

For the purpose of enhancement of the legal and organizational principles of development of education in Ukraine I decide:

1. Approve the National strategy of development of education in Ukraine for the period till 2021 it (is applied).

2. To the Cabinet of Ministers of Ukraine to develop and approve the actions plan on implementation of the National strategy of development of education in Ukraine for the period till 2021 in a month.

3. This Decree becomes effective from the date of its publication.

The national strategy of development of education in Ukraine for the period till 2021

І. General provisions

The national strategy of development of education in Ukraine for the period till 2021 (further - National strategy) on the basis of the analysis of the current state of development of education determines the purpose, strategic directions and the main tasks to which accomplishment realization of state policy in the field of education shall be directed.

Development of National strategy it is caused by need of the cardinal changes directed to improvement of quality and education competitiveness in new economic and sociocultural conditions, acceleration of integration of Ukraine into the international educational space.

National strategy concretizes the main ways of realization of the conceptual ideas and views of development of education determined by the National doctrine of development of education.

II. Current state of development of education

Analysis of the current state of national education system

In Ukraine legal regulation of questions of functioning of education system, all its levels and subsystems, activities of educational institutions of different types and patterns of ownership, the organizations of different forms of education is provided.

In recent years the legislation of Ukraine of rather preschool and general secondary education is enhanced, in particular, obligation of preschool education for children of the advanced preschool age is entered, the 11-year term of training for receipt of complete general secondary education is established, new state standards of preschool and general secondary education, Regulations on the educational district, Regulations on general education educational institution, the Procedure for the organization of inclusive training in general education educational institutions, Regulations on distance training, the Concept of literary education, the Concept of development of inclusive education and so forth are approved.

For the purpose of acceleration of process of reforming of education system on accomplishment of the Program of economic reforms for 2010 - 2014 "Rich society, competitive economy, the effective state" are approved the state target programs, in particular the State target social development program of preschool education, extremely important for development of education, for the period till 2017, the State target social development program of out-of-school education for the period till 2014, the State target development program of vocational training for 2011 - 2015, the State target social program of improvement of quality of school natural and mathematical education for the period till 2015, the State target program of implementation in teaching and educational process of general education educational institutions of information and communication technologies "Hundred percent" for the period till 2015.

Accomplishment of the State target social program "School Bus", and also the state programs directed to work with gifted youth, informatization and computerization of general education, professional and higher educational institutions, providing such institutions with modern technical means of training in natural and mathematical and technological disciplines, implementation of information and communication technologies in science and education and so forth continues.

Number of actions concerning realization of the ideas and provisions of the National doctrine of development of education, concerning reforming of education, increase in its quality, availability and competitiveness is in recent years performed. Content is modernized and the organization of all links of education is enhanced, new educational textbooks are created, the organization of inclusive training of children with special educational requirements is founded, profile training in high school is entered, external independent estimation of educational achievements of graduates of general education educational institutions is enhanced, providing general education and professional educational institutions with modern educational computer complexes, connection them to the Internet continues, in the higher education the principles of Bologna Process, credit and modular training system take root.

The system of language education is updated that provides obligatory acquisition of state language, opportunity to master to the family and foreign languages. The learning of foreign languages became obligatory from the first class.

In difficult demographic and social and economic conditions upgrade of network of educational institutions for the purpose of more effective use of their material, personnel, financial, managerial resources for ensuring availability and quality of education is performed.

Search of alternative models of the organization of training, in particular creation in rural districts of educational districts which nearly 2 thousand function now is for this purpose conducted.
