Conditions of action of the State license of Committee on communication and informatization of the Ministry of Transport and Communications of the Republic of Kazakhstan

These conditions are integral part of the license granted by Committee on communication and informatization of the Ministry of Transport and Communications of the Republic of Kazakhstan.

1. The services provided by the licensee

3. Creation of network is allowed in the presence of the project documentation developed according to the Construction regulations and rules and Departmental regulations of process design (Construction Norms and Regulations and VNTP) applied in the Republic of Kazakhstan.

4. Installation and commissioning of objects of communication, including radio-electronic means, shall be carried out by the licensee in coordination with the licensor.

After completion of installation works it is necessary to draw up permissions to the right of operation of radio-electronic means and other equipment of communication in accordance with the established procedure.

5. The licensee shall perform technical operation of the equipment of communication systems belonging to it according to the existing state standard specifications, technical regulations and rules obligatory for all business entities (the rule of technical operation, the device of electroinstallations, safe engineering, fire safety, the rule of provision of services of communication, etc.).

6. The licensee shall provide use on the network and connection to it of the equipment conforming to the technical standards and regulations existing in the Republic of Kazakhstan.

7. The network of the licensee shall have the certified hardware-software and technical means providing conducting investigation and search operations according to the current legislation of the Republic of Kazakhstan as a part of the equipment.

8. In case of adoption by the Ministry of Defence of the Republic of Kazakhstan of decisions on introduction of temporary bans or restriction of use of radio-electronic means of civil appointment, the licensee shall carry out such decisions according to the legislation of the Republic of Kazakhstan.

3. Accession conditions with other networks

9. The licensee has the right to connect the network to FEET at the local level (or intra-zone) according to "Regulations on procedure for accession of networks of telecommunications to networks of telecommunications public and procedure for regulation of the omission of telephone traffic on networks of telecommunications public of the Republic of Kazakhstan".

10. The licensee has the right to connect the network to other networks of telephone communication public in coordination with owners of these networks on contractual basis and in the presence at them the corresponding licenses.

Simultaneous connection to FEET and to the allocated networks is strictly forbidden.

11. The omission of the long-distance/international traffic performs the licensee only through STOP under the contract with the national telecom operator. 1)

4. Rights and obligations of the licensee

1) to design, build, perform maintenance and operation of network of the telephone communication including switching and other equipment of communication systems, communication lines both wire, and wireless (radio relay) and also any service equipment;

2) to perform the activities provided by the license through the branches.

13. The licensee shall perform the activities according to the current legislation of the Republic of Kazakhstan and regulatory legal acts of the Ministry of Transport and Communications of the Republic of Kazakhstan.

14. The licensee shall provide the services provided by the license, to any legal entities and physical persons without infringement of the rights of the last in the fixed territory and provide connection of terminal terminals of users to the network with the corresponding technical capabilities.

15. 19. The licensee shall give to the consumers opportunity of challenge of the emergency field services - fire service, police, emergency medical service and emergency services without collection of payment.

20. The licensee when implementing the activities shall not violate the rights of other telecom operators provided by the current legislation of the Republic of Kazakhstan.

21. The licensee shall within one month from the date of licensing and condition to it to register it in territorial authority of the licensor.
