b) state part 4 in the following edition:

"4. If the executive document according to which outstanding amount exceeds ten thousand rubles or the executive document of non-property nature is issued not based on court resolution or is not court resolution, then the claimant or the judicial police officer-contractor has the right to take a legal action with the statement for establishment for the debtor of temporary restriction on departure from the Russian Federation.".
