Item 7 parts one of article 3 after the word "creation" to add 1) with the words "and maintaining", after the words "with mining;" to add with words "creation and", to add with words "; establishment of procedure for creation and maintaining the state stock balance of minerals, procedure for creation and maintaining the state inventory of fields and shows of minerals, procedure for creation and maintaining territorial stock balances and inventories of fields and shows of popular minerals";
