Article 1

Bring in article 23 of the Federal Law of December 30, 2004 No. 214-FZ "About participation in shared-equity construction of apartment houses and other real estate objects and about modification of some legal acts of the Russian Federation" (The Russian Federation Code, 2005, No. 1, Art. 40; 2006, No. 30, Art. 3287; 2008, No. 30, Art. 3616; 2010, No. 25, Art. 3070; 2011, No. 49, Art. 7040; 2012, No. 53, Art. 7619) following changes:

To add 1) with part 3.1 following of content:

"3.1. The authorized body performs coordination of activities of federal executive bodies concerning realization of state policy in the field of shared-equity construction of apartment houses and (or) other real estate objects, establishes criteria according to which citizens whose money is raised for construction of apartment houses and whose rights are violated, are among victims, and the rule of maintaining the register of such citizens by monitoring body.";

To add 2) with part 5.1 following of content:

"5.1. The monitoring body recognizes according to the established criteria of citizens whose money is raised for construction of apartment houses and whose rights are violated, victims and keeps the register of such citizens.".

Article 2

This Federal Law becomes effective from the date of its official publication.
