1. These rules establish procedure of payments of the extent of the harm done to subsoil owing to violation of the law of the Russian Federation about subsoil (further - harm).

2. Harm for the purpose of these rules the harm which entailed loss of inventories of minerals, caused including their pollution, flooding, flood, the fires, unauthorized use of natural resources, and also violation of properties of the subsoil plot owing to which it is impossible to build and operate the underground constructions which are not connected with mining or the harm done to especially protected geological objects having scientific, cultural, esthetic, sanitary and improving and other value is recognized.
