About abolition of the Federal Service for Financial Markets, change and recognition voided some acts of the President of the Russian Federation

For the purpose of enhancement of regulation in the field of the financial market I decide:

1. Abolish the Federal Service for Financial Markets.

2. To the government of the Russian Federation:

a) provide in the terms established by the legislation of the Russian Federation holding liquidating procedures in connection with abolition of the Federal Service for Financial Markets;

b) provide continuity of implementation of functions on regulation, control and supervision in the field of the financial market by transfer to their Central bank of the Russian Federation and abolition of the Federal Service for Financial Markets, and also preserving personnel capacity of this Federal Service;

c) transfer to the Central bank of the Russian Federation property, including immovable, assigned to the abolished Federal Service for Financial Markets which is necessary for implementation of functions on regulation, control and supervision in the field of the financial market;

d) solve in accordance with the established procedure the financial, material technical and other issues connected with implementation of this Decree;

e) bring the acts into accord with this Decree.

3. Bring in the Presidential decree of the Russian Federation of November 18, 1995 No. 1157 "About some measures for protection of the rights of investors and shareholders" (The Russian Federation Code, 1995, No. 47, Art. 4501; 1997, No. 14, Art. 1607; 2002, No. 41, Art. 3975; 2008, No. 29, Art. 3480) following changes:

a) the fourth Item 6 to declare the paragraph invalid;

b) in Item 7:

in paragraph four of the word "federal executive body on the security market" shall be replaced with words "Central Bank of the Russian Federation";

to declare the paragraph of the sixth invalid.
