About introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2013"

The Verkhovna Rada of Ukraine decides:

1. Bring in the Law of Ukraine "About the Government budget of Ukraine for 2013" (Sheets of the Verkhovna Rada of Ukraine, 2013, No. 5-6, of Art. 60; with the changes made by the laws of Ukraine of April 4, 2013 No. 164VII, No. 176-VII and No. 181-VII and of May 21, 2013 No. 283-VII) such changes:

To add 1) with Article 22 of such content:

"Article 22. Grant the right to the Cabinet of Ministers of Ukraine to re-structure the actual budget debt on the expenses of the government budget determined by it which arose condition for January 1, 2013, in the amounts established by it by issue of finance treasurer bills circulation period up to five years with profitability of 5 percent. The right of issue of such bills of exchange to provide to bodies which perform treasurer servicing of budgetary funds.

Grant the right to bodies which perform treasurer servicing of budgetary funds, based on the decision received from the relevant monitoring body with indication of tax amount on value added which is subject to compensation from the budget, issue to the taxpayer who submitted to such monitoring body the application for election of method of compensation from the budget of tax amount for the value added by receipt of finance treasurer bill specified in the conclusion the amount of budget compensation by issue of finance treasurer bill by circulation period up to five years with profitability of 5 percent according to the procedure determined by the Cabinet of Ministers of Ukraine";

Item 7 of the Section "Final provisions" to state 2) in such edition:

"7. Stop action of paragraph one of subitem 1 for 2013. 5, subitems 1.6 and 1.7 of Item 16 of subsection 10 of the Section XX "Transitional provisions" of the Tax code of Ukraine (Sheet of the Verkhovna Rada of Ukraine, 2011, Art. No. No. 13-17, 112)".
