For the purpose of acceleration of process of privatization of state-owned property, creation of conditions for attraction of additional investment resources, and also timely accomplishment of conditions of the APEAC program, the Government of the Kyrgyz Republic decides:

1. Approve Regulations on holding the auction selling state-owned property without price fixation it (is applied).

2. To the ministry of state-owned property of the Kyrgyz Republic to perform sale of the state-owned property which is not realized at auction, at auction without price fixation.

Regulations on holding the auction selling state-owned property without price fixation

I. General provisions

1. This Provision regulates procedure for holding the auction without price fixation, conditions of participation of buyers, procedure of payments, and also the procedure of registration of the property rights to acquired state-owned property (further in the text - property).

2. The auction without price fixation is applied to realization of the state-owned property which remained not sold after holding open auction.

The open auction is understood as the bidding at which have the right to take part without restrictions all physical persons and legal entities meeting requirements imposed to buyers of subjects to privatization according to the current legislation of the Kyrgyz Republic.
