Chapter I. General provisions

Article 1. Sphere of regulation of the relations this Law

1. This Law establishes the principles and determines the main directions of regulation of the relations connected with use of the Internet, establishes procedure for the state support of development of the Internet, determines the relations between participants of process of regulation of the Internet and their function when implementing regulation, establishes rules of determination of the place and time of making of legally significant actions when using the Internet.

2. Operation of this Law does not extend to the relations connected with ensuring freedom of information access, information security and protection of intellectual property if other is directly not established in this Law.

Article 2. The basic concepts used in this Law

For the purposes of this Law the following basic concepts are used:

The Internet - the global information and telecommunication network connecting information systems and networks of telecommunication of the different countries by means of global address space, based on use of complexes of Internet protocols (Internet Protocol, IP) and the protocol of data transmission (Transmission Control Protocol, TCP) and the giving sales opportunity of different forms of communication, including placement of information for the unrestricted group of people;

management of the Internet - development and application by the governments, state companies and organizations, companies of private sector and the organizations of civil society of the agreed principles, precepts of law, organizational rules and technical procedures of decision making regulating development of the Internet and its use;

the operator of services of the Internet - person performing activities for providing users with Internet access and (or) other services rendered with use of Internet technologies;
