About strategic ecological assessment
The purpose of this Law is creation of system of the strategic ecological assessment of strategic plans of territorial development and comprehensive territorial programs of social and economic development harmonized with the international requirements and standard rates of providing ecological safety of results of their realization.
2.1. This Law governs the relations arising in case of development and approval of strategic plans of territorial development and comprehensive territorial programs of social and economic development.
2.2. Operation of this Law extends to strategic plans of territorial development and comprehensive territorial programs of social and economic development at the municipal, regional and national levels.
In this Law the following terms are used:
guarantees of providing ecological safety - the official conclusions which are drawn up according to requirements of the national legal system, confirming accomplishment of standard rates of providing ecological safety in strategic plans of territorial development and comprehensive territorial programs of social and economic development at the municipal, regional and national levels;
the report on strategic ecological assessment - the document prepared taking into account opinion of the public which is directly participating in process of assessment, containing the description of current status of the environment, analysis results, assessment and the forecast of possible negative impact on the environment and health of the population in case of implementation of the offered strategic plan of territorial development or the comprehensive territorial program of social and economic development, and also containing recommendations about their realization;
