About distance training in the State Parties of the CIS

This Law establishes the legal basis for development and realization of nation-wide policy in the field of distance training and is designed to promote creation in the State Parties of the CIS of the national systems of distance training (further - TO) corresponding to tasks of forming of general educational space of the Commonwealth of Independent States.

Chapter 1. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are used:

distance training - purposefully organized and approved in time and space process of interaction of pedagogical workers and students among themselves and with tutorials with use of pedagogical, and also information and telecommunication technologies. Distance training is not separate form of education;

technology of distance training - set of the methods and tutorials providing carrying out educational process at distance with use of information and communication technologies;

the remote educational technologies (RET) - the educational technologies realized generally using means of informatization and telecommunication in case of mediated (at distance) or not completely mediated interaction of the student and pedagogical worker and applied in case of implementation of educational programs of all education levels;

the centers of access - the place where students have access to educational resources of educational organization / organization, including educational organizations / organizations, their separate divisions, the library, corporate, school, family and individual centers and other places of collective and individual access;

electronic educational and methodical complex - set of the training materials and electronic tutorials allowing to provide development and implementation of the educational program;

information and education resources - educational resources (educational, methodical, scientific, help, virtual laboratory, intellectual works, etc.), available to the student in electronic form;
