About primary and secondary professional education
This Model law regulates functioning and development of primary and secondary professional education in modern conditions and in the long term developments of fundamentals of market economy and democratic processes in society and the state in the territory of the CIS. (Contents of articles of the Law can be approval subject between all State Parties of the CIS for the purpose of enhancement of legal support of functioning and development of primary and secondary professional education, forming of general educational space of the CIS.)
In this Law the following concepts are used:
Primary professional education - training process, education and development of the identity of the pupil for the benefit of the personality, society and the state:
1) providing assimilation and enhancement by pupils of system of professional and general education knowledge, abilities, skills based on the basic of general (other - according to the national legal system) or the secondary (complete) general education;
2) guaranteeing preparation on this basis of qualified personnel for development of economy and other spheres of socially useful activities;
3) assisting in process and as a result of this preparation to continuous increase in the psychosomatic, moral, intellectual, legal, professional, political and common cultural level of development of the identity of each pupil;
4) promoting by means of enhancement of the identity of each pupil to ensuring sustainable social and economic, state and political and spiritual and cultural development of society and state.
Secondary professional education - training process, education and development of the identity of the student for the benefit of the personality, society and the state:
1) providing assimilation and enhancement by students of professional and general education knowledge, abilities, skills based on the main general, secondary (complete) general or primary professional education;
2) guaranteeing preparation on this basis of qualified specialists of average link for development of economy and other spheres of socially useful activities;
3) promoting by means of this preparation to continuous increase in the psychosomatic, moral, intellectual, legal, professional, political and common cultural level of development of the identity of each student;
4) promoting by means of enhancement of the identity of each student to ensuring sustainable social and economic, state and political and spiritual and cultural development of society and state.
Systems of primary and secondary professional education - complete sets of the interdependent, interconnected and interacting subjects of the educational right regarding primary professional and secondary professional education:
1) functioning and developing within the national and international legal system on education;
2) directed to goal achievement of the national policy in primary professional and secondary professional education approved in scales of the CIS;
3) performing training of qualified personnel and specialists of average link for development of national economy and other spheres of socially useful activities;
4) promoting continuous increase in the psychosomatic, moral, intellectual, legal, professional, political and common cultural level of development of the identity of professional and society;
5) the educations of citizens providing continuity by means of succession:
- between the prior basic general (other - according to the national legal system), secondary (complete) general and subsequent secondary professional education - in primary professional education;
- between prior main general, average (complete) general, initial professional and subsequent higher education - on average professional education;
6) the societies promoting sustainable social and economic, state and political and spiritual and cultural development and the state.
The pupil - in case of legal regulation of primary professional education the student mastering educational programs of primary professional education in educational organization / organization of primary professional education.
The student - in case of legal regulation of secondary professional education the student mastering educational programs of secondary professional education in educational organization / organization of secondary professional education.
The pedagogical worker - person who on professional basis is engaged in practical activities on provision by the pupil and (or) students of primary and (or) secondary professional education according to its purposes, tasks and state standards.
The engineering and pedagogical worker - person having higher education and the right to hold the engineer's position, engaged in practical activities on provision by the pupil and (or) students of primary and (or) secondary professional education according to its purposes, tasks and state standards.
Other employee of educational organization / organization of primary and (or) secondary professional education - the employee of auxiliary service of the organization/organization who is directly included in educational process (the laboratory assistant, the methodologist, etc.).
