Chapter I. General provisions

Article 1. Citizenship of Turkmenistan

Article 2. Citizen and state

1. Turkmenistan on behalf of the bodies and officials is responsible before each citizen. The citizen of Turkmenistan is responsible before the state and shall observe the Constitution and the laws of Turkmenistan, to fulfill the duties established by them, to preserve interests of Turkmenistan, its territorial integrity, to promote strengthening of sovereignty and independence of Turkmenistan and to protect the constitutional system, to relate validly to state language, culture, customs, traditions and languages of representatives of all nationalities living in the territory of Turkmenistan.

2. The state provides creation of conditions for free development of the personality, protects life, honor, advantage and freedom, security of person, the natural and inaliennable rights of the citizen.

Article 3. Legislation of Turkmenistan on citizenship of Turkmenistan

1. The legislation of Turkmenistan on citizenship of Turkmenistan consists of the Constitution of Turkmenistan, this Law and other regulatory legal acts of Turkmenistan adopted on their basis.

2. If the international treaty of Turkmenistan establishes other rules than provided by this Law, then rules of the international treaty are applied.

Article 4. Basic principles of citizenship of Turkmenistan

Citizenship of Turkmenistan is based on the following basic principles:

1) each person has the right to nationality;

2) citizenship of Turkmenistan is equal for all citizens of Turkmenistan irrespective of the bases of its acquisition;
