1. The purpose of this Law is providing in the State Parties of the CIS of legal basis for rendering telemedicine services in the conditions of security of the rights and legitimate interests of the citizens and legal entities participating in processes of rendering telemedicine services.
2. Operation of this Law extends to the citizens of the State Parties of the CIS and legal entities registered in accordance with the established procedure in the territory of the State Parties of the CIS, and also to foreign citizens and persons without citizenship, constantly or temporarily living in the territory of the State Parties of the CIS.
In this Law the following main terms and their determinations are used:
suppliers of telemedicine services - the legal entities or individual entrepreneurs having the right to render telemedicine services;
consumers of telemedicine services - the physical persons or legal entities receiving telemedicine services;
providers of telemedicine services - the organizations providing provision of telemedicine services in certain regulations and tariff plans;
telecommunication operators - the organizations providing telecommunication services for functioning of telemedicine system;
telemedicine - complex of the organizational, technological and financial actions providing activities of system of rendering remote consulting and diagnostic medical service in case of which the patient or the doctor who is directly conducting examination or treatment of the patient gets remote advice of the medical specialist, using modern information and communication technologies;
telemedicine system - system of rendering telemedicine services;
