1. The purpose of this Law is legal support of conditions of rendering and receipt of electronic state services, including:
- fixing of the rights and obligations of participants of rendering and receipt of electronic state services;
- forming of the legal basis of electronic state services;
- protection of the rights and legitimate interests of participants of rendering and receipt of electronic state services;
- legal fixing of rules of rendering and receipt of electronic state services.
2. Content of the separate obligation types arising during the rendering and receipt of electronic state services and which are not provided by this Law, and also procedure for their execution are regulated by the national legal system.
3. This Law forms basis of normative legal support of rendering and receipt of electronic state services in the State Parties of the CIS and harmonization of their national legal system.
4. This Law is basis for development special legislative and regulations of the State Parties of the CIS in the field of rendering and receipt of electronic state services.
For the purposes of this Law the following terms and determinations are used:
the automated information system - the system consisting of personnel and complex of the automation equipment of its activities, realizing information technology of accomplishment of the established functions;
administrative regulations - system of the instructions determining the sequence of actions and decisions for authorities, their divisions and officials, and also establishing conditions, procedure, criteria and other elements of implementation of the specified actions and decision making;
