For the purpose of enhancement of the organization of control of observance by legal entities and individual entrepreneurs of procedure for quoting and export licensing and commodity import the State Customs Committee of the Republic of Belarus decides:
1. Approve the enclosed Instruction about procedure for representation to customs authorities of special permissions (licenses) and control of observance by legal entities and individual entrepreneurs of procedure for quoting and export licensing and commodity import.
2. Determine that:
2.1. the customs clearance of goods, export and (or) import of which according to the legislation of the Republic of Belarus are subject to licensing, is made in the presence of delivered on control in customs authorities of special permissions (licenses) issued by authorized republican state bodies of the Republic of Belarus.
Statement on control in customs authorities of special licenses of sample of the European Union for trade in textile products is not required.
Features of customs clearance of separate types of goods, export and (or) import of which according to the legislation of the Republic of Belarus are subject to licensing, are determined by other regulatory legal acts of the State Customs Committee of the Republic of Belarus;
2.2. numbers and dates of issue of special permissions (licenses) are subject to specifying by legal entities and individual entrepreneurs in documents of control of delivery and cargo customs declarations;
2.3. in case of cancellation, response or suspension of action of special permissions (licenses) the customs clearance of goods on these special permissions (licenses) is not made.
