being guided by the Agreement on the Customs union between the Republic of Belarus and the Russian Federation of January 6, 1995, Bases of customs legislations of the State Parties of the CIS of February 10, 1995, the Agreement on the Union of Belarus and Russia of April 2, 1997 and the Charter of the Union of Belarus and Russia of May 23, 1997,

aiming at simplification of procedures of customs clearance of the goods imported by physical persons

agreed as follows:

Article 1

In this agreement terms in the following values are used:

goods - the goods imported from the third countries by physical persons in the territory of the State Parties of the Union of Belarus and Russia concerning which customs payments are levied;

the state of appointment - any State Party of the Union of Belarus and Russia in the territory of which according to the statement of the physical person moving goods they will be consumed or used;

the state of import - any State Party of the Union of Belarus and Russia through which territory goods move to the territory of the state of appointment.

Article 2

The customs clearance of the goods imported into the state of appointment through the territory of the state of import is made by customs authorities of the state of appointment.

Goods to customs authority of the state of appointment are transported according to rules of delivery under customs control of the goods imported by physical persons in the territory of the State Parties of the Union of Belarus and Russia.

Article 3

The parties within six months after the signature of this agreement will approve:
